Component keeps restarting during admin RESTART SU if it fails to instantiate.

**Steps to reproduce**
1. Load AppConfig-2N.xml
2. Unlock-in safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1
3. Change the amf_demo_script to always exit(1) for instantiate command
4. admin restart safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1
Results: amfnd keeps restarting component....
