Today, in IMM SC absence allowed implementation, there is a limitation of 
having 2 payloads when the cluster goes headless (without controllers). The 
reason for this is that when the cluster goes headless, IMMND, where is IMM 
coordinator, needs to be restarted. If we don't have this limitation and have 
only one payload, in this case all data will be lost when IMMND restarts.
When we have 2 payloads, the second payload (veteran node) will allways keep 
IMM data, and when controller(s) come back, IMM data sync will be possible 
possible.

When the cluster goes headless, instead of restarting IMMND, IMM coordinator 
role should be removed from IMMND.
This solution will remove limitation of having at least 2 payload for safely 
sync data when controllers come back.
