Published V2 after rebasing over #79 and #1180.
Minor functional change only in patch 4 (ntfa patch):
During headless state if OpenSAF is stopped on payload,then A.01.02 clients
will not be recovered on that payload node. These clients will get
SA_AIS_ERR_UNAVAILABLE. This implements the comment that I had given on #1180.

Current NTF implementation conforms to SAI-AIS-NTF-A.01.01. This spec version
does not talk about behavior of NTF service on cluster nodes that are not in
the cluster membership.
For this enhancement, section "3.13 Unavailability of the Notification Service
API on a Non-Member Node" of
SAI-AIS-NTF-A.02.01 will be referred with the deviation that all concepts
expalined in the section will be applied to APIs in SAI-AIS-NTF-A.01.01 instead
of SAI-AIS-NTF-A.02.01. Thus implementation of any new API
ofSAI-AIS-NTF-A.02.01 is not the goal here.
TBD: How to handle the NTF API version w.r.t supporting the
SA_AIS_ERR_UNAVAILABLE error code?
