At start of a new amfd standby in a large cluster the cold sync request is sent 
late, 1 min.  Likely due to the large cluster, 75 nodes, and latency in e.g. 
IMM calls.
The amfd active cb->stby_sync_state is wrongly set to AVD_STBY_IN_SYNC and 
before the cold sync request is received, that sets cb->stby_sync_state to 
AVD_STBY_OUT_OF_SYNC an si-swap is initiated.
The standby is out of sync but the active is in sync.
May 19 14:49:08 SC-1 osafamfd[9217]: ER Switch Standby --> Active FAILED, 
Standby OUT OF SYNC
