To be able to fully manage virtual machines (modelled as EEs) we need to be
able to monitor health and state changes.
For state changes libvirt offers a way of subscribe to events. When it comes to
health and resources it seems to be more of a polling mechanism. What to do
with these events is not clear though. Just because a CPU has 100% utilization
doesn't mean that health is bad
