To avoid problems like the one reported in [#2298], an idea is to produce
special development versions of the AIS libraries, that can be used during the
linking phase when building an application. These development libraries
shouldn't contain any code or dependencies towards internal OpenSAF libraries,
but just the AIS external symbols (i.e. the same symbols that are declared in
the AIS header files). An application linked with the develop libraries should
be possible to run with the normal OpenSAF libraries.
