This ticket is to continue tracking the loss of RTA update for SC absence
feature, which has been found in ticket #2210. The scope of this ticket is to
implement a full solution to deal with all types of RTA that could be lost to
update in IMM around the time both SCs go down
It has also been found that in scenario of failover in normal cluster, if any
loss of MBC update towards the standby (become new active) during failover has
occured, AMFD can not continue to function as normally. It's similar to loss of
RTA in case of SC absence.
A solution in this ticket could possibly help to solve problem in both SC
absence cluster and normal cluster.
