`isRtStrteam` flag is used to mark whether its own log stream is runtime or
configurable one.
Looking at `ckpt_proc_open_stream`, that flag is always assigned to TRUE
(runtime stream) for every newly created log stream. This is incorrect.
It should send a query to IMM to get `class name`, set TRUE if the class name
is `SaLogStream`, otherwise FALSE.
