2PBE enable with no load
Summary:
OpenSAF failed to start on standby controller when 2PBE is enabled and standby
is in CLM locked state
Step performed:
1. Enabled 2PBE in immd.conf for both controllers
2. Started opensaf on all nodes sequntially
