Yes, the tipc command is included in the iproute2 package.

The scripts could be rewritten to use the new tipc command instead of the old 
tipc-config command. For backwards compatibility with systems that don't have 
the tipc command, we could provide a shell script: /usr/local/lib/opensaf/tipc, 
which emulates the needed functionality of the tipc command, by calling the 
tipc-config command.

The tipc-config command is obsolete and no longer being maintained. We should 
switch to using the "tipc" command instead.
