The tipc-config command is obsolete and no longer being maintained. We should
switch to using the "tipc" command instead.
In addition, the printout of `tipc node get addr` has been changed since kernel
version 4.17 - no longer uses the Z.C.N format
1) Old printout
SC-1@~ # tipc node get addr
<1.1.1>
2) New printout
~~~
SC-1@~ # tipc node get addr
01001001
~~~
So, the the wrapper script `tipc-config` also needs to be updated to work with
these printouts.
