Steps to reproduce
- Deploy 2N app, with SU1 is in unlocked state. SU2 is in locked-in state
- pkill -SIGSTOP amf_demo; amf-adm restart
safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1 & sleep 0.5; amf-adm lock
safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1 & pkill -SIGCONT amf_demo
- SU1 is in below state, but can not allow any adm op

AdminState=LOCKED(2)
OperState=ENABLED(1)
PresenceState=INSTANTIATED(3)
ReadinessState=OUT-OF-SERVICE(1)

SG contains 2 SU. There is a situation that can not lock service unit SU1 with
below status
