I've always wondered whether this violates the LGPL license of OpenSC
or not.  In the case of Italy, I've interpreted the license such that
it is not possible to add closed card support.  And BTW I have just
these days gotten the (so far verbal) ok of our Ministry to add support
for our cards.  Some followup is probably necessary before doing
it--but the big job seems done..
