can be simpler and then cheaper.

Why do you have different modes? Because each manufacturer wants to
have its own, already developed, version in the standard.
Patents are also a problem in all standardizations. For ICCD e.g. WO0157684.
As usual it is a mixture of all the reasons mentioned in this thread.
