please open a bug for this: we should remove the --serial option and related code from piv-tool, and we should remove "987654321" from pkcs15-piv.c and make sure that all tools can deal with cards without serial numbers. I think this is the proper thing to do.
or is there any program that doesn't work without a serial number? in that case we should keep the hack, but document it (or make it configureable).
