Hi,

I am living in Malta and I know the ppl involved in that document so I
don't want to go into details. 

Basically that paper is referring to software certificates. But I know
nobody here in Malta who has such a certificate. Furthermore I tried to
get such a certificate - it's impossible to get one! So they might have
a lot of nice papers but nothing real.

OK, this was a list of EU eID cards that according to one of my  
contacts  from interopeID have an unique personal identifier in the  
certificate.

Google gives hints that there is something going on in Malta - maybe  
it is not a mandatory card (like in Finland) but something you can  
get extra ?
