Usage across EU borders (for EU eID cards) is a future vision but not a practical solution yet. I believe https://open.id.ee/about/english shall be one of the first services to actually support several EU eID cards (Estonian, Belgian, Spanish and Finnish being the first target) for *practical* solutions. It all depends on the site policy - what to accept, how and what for.
