Usage across EU borders (for EU eID cards) is a future vision but not  
a practical solution yet. I believe https://open.id.ee/about/english  
shall be one of the first services to actually support several EU eID  
cards (Estonian, Belgian, Spanish and Finnish being the first target)  
for *practical* solutions. It all depends on the site policy - what  
to accept, how and what for.

AFAIK: Estonia, Belgium, Finland, Spain, Italy, Portugal, Malta,  
Sweden. Be sure to check with http://www.comune.grosseto.it/interopeid/

In Estonia - IIRC around 80% of the whole population (1.000.000+ cards)
At the same time - the real electronic usage is below 10% currently  
(but growing strongly with estimates being at least 400000 active  
users for 2009)
