I am more optimistic than that. If it is made clear that the patch submitter's role to find testers and ask them to ack the patch on gerrit, then it might even happen. In a lot of cases the developer knows some guys with the hardware in question. As an example I am one of the guys who have received an epass from gooze for free. If they would drop me please test this notice, I would even feel obligued to help out.
