There are other uses such a supporting secure boot but having things like 
payment applications in the SE looks to me like a moderately useful idea since 
the SE doesn't come with a GUI.

Is that so?  Since Google most likely use a symmetric management key an 
external party cannot use secure messaging and then the whole SE idea becomes 
very uninteresting.
