There is also the "issue/feature" that at least in the SecondLife model scripts 
are expected to continue to run and do things even when no agents are around.   
There are lots of cases where suspending a region with no traffic might be ok 
but you can't assume that's correct default behaviour.

I'm inclined to agree however that without some major changes region crosses 
into suspended regions would be pretty painful. And the scaling issue is 
significant as well.

If the issue is what happens in "Core" I'd vote this down.  Lots of more 
important things to work on IMO. Just my 2 cents.

omg one region takes 60 sec to load ?
A region with a few scipts and not to many prims should load in a few seconds.
