I think the principle is clear: EVERY name MUST resolve to something! I am also sensitive to the notion that the "name" is not the textual "firstname lastname", but rather the underlying UUID associated with that text. This in fact appears to be how both SL and OS is implemented for local identifiers today, what is needed os some way to extend that to a global identifier.
