No, it wasn't possible to migrate the accounts, only the code and most documentation/abstracts, which now reside in each project's wiki.
People who desire to work on a project need to make a new account. If they are the author or maintainer of a project, that project can then be assigned to them. If they are not the maintainer or the project is unmaintained, commit can still be granted as all work is considered to be beneficial on some of these old projects. Also, an index page will be made for the projects as the Gitbucket software lacks that. I fixed the spelling on IdealistViewer.
