Are you running OpenSim in grid mode?  If not, then running ROBUST isn't 
necessary.

If you've never run OpenSim before I recommend getting it going in standalone 
mode first.

If you are intending to run in grid mode, then this actually looks to me like a failure of the region to communicate with the backend service that handles estate information.

    Ahhhhhh... there was a bug in OpenSim 0.7.0.2 when using the groups
    module.  I just ported the fix to the 0.7-post-fixes branch (it's
    already in master), so I'm afraid you will have to build that branch
    manually or apply it to the 0.7.0.2 source separately.

    The commit UUID is b1ab3ea5d96c664c387504ad5d4ba5d9464ae3f1

    If this doesn't solve your problem then I recommend that you post
    some more details :)
