How about trying to display the Wifi (or other) login page from your LAN as well as physically from a remote location - like a local Computer Cafe/wifi access?
That should show if you have loopback problems pretty quickly and showing the web page is very straightforward! I don't know how much experience you have with Ubuntu Server, but I understand that Ubuntu Server does need to have everything installed by you - it doesn't come with very much pre-installed. I have very little experience with Ubuntu Server, I run Ubuntu Desktop on my server machine and it works nicely. Certainly uses more RAM and CPU cycles than a true server would, but these are not major concerns for me right now.
