Kurt, I followed the instructions at http://opensimulator.org/wiki/Enabling_Groups and successfully installed the module and got groups working with Windows Server 2008 and IIS.
I discovered that the problems I was having initially were due to my MySQL database using the utf8 character set. When I reinstalled the database using the latin1 character set, the module installed with no problem. Hope that helps! - Chris/Fleep Chris M.
