There's a floater_tos.xml in the skin/xui folders of every viewer, that
calls a http request on the SL TOS. The xml is called on in the
lllogininstance.cpp of the viewer source. So yes, it's only a viewer
issue, you can replace the tos with any html page and compile your viewer
so it will bring up your tos upon first login.
iirc first login to sl and sl beta has tos requirement
