I see you repeat the question, but did you try Vanish's advice? (copied it 
below)

Note about the "blocked" default avatar, I think it is not blocked by in 
"pure", unmodified OpenSim server. There are some tweaks with modules like 
Diva, which block the default outfit. A possible workaround is to create a new 
shape, in which case everything should be modifiable. Other workaround do 
exist, but it depends of your configuration and details of your project.
