OpenSocial isn't going to require containers to implement a standard size for gadgets - there are too many containers, each with different layouts. Standardizing on pixel sizes would likely be too restrictive for most containers.
As a developer, I would probably put logic into my apps to determine the current container and switch a stylesheet depending on that value.
