It does exist as a static library to import from in the SFW consolidation. The SFW c-team makes sure that noone uses it. But yes, the lack of an ARC case that makes libreadline an interface that can be imported makes its use by guile an ARC issue. I hope eventually we get to where license issues and what not are simply not discussed here, provided that the submitter notes that the OSR process is being followed. Unless a given license issue rises to the level of an architectural issue (IMO that can happen, just not here).
