I'm getting more confused.  The paragraph says:

    Stability(libraries) = Project Private
    Stability(libraries) >= Stability(utilities)

And the table then asserts that the utilities are Volatile.

That doesn't seem to make sense to me.  What part am I misreading?

I prefer Rolands SUNWCdev answer.  It really doesn't matter much because the
delta between Cdev and Call is so minimal, I don't think anybody 
actually uses
Cdev.
