(Usual disclaimer: I am no expert for interface taxonomity and usually
cause havoc and destruction with my answers... ;-( )
If someone wants to use libshell adn/or libast in their application and
needs localisation (=l10n) support (which is mandatory for applications
in OS/Net) then the ASR l10n tools are needed, too. AFAIK this means
that both the interface stabilty level of the AST libraries and the AST
l10n tools needs to be in sync (or at least part of them needs to be in
sync where stability_of_ast_library <= stabilty_of_ast_l10n_utility
(assuming that we only bump parts of the library API to a higher
stability status while other parts remain at less stable levels)).
