Considering your own participation on the ARC mailing lists, I would say it is quite open. People from Sun were very patient and took a long time explaining ARC matters. Sometimes ARC conversations about supporting new hardware that is under NDA will need to be closed I'm certain. Remember Sun is sharing the processes with everyone as part of the community, but they still have obligations as a public company. Again, an open process does not mean that any one member of the community gets to dictate ARC decisions or stop ones they don't like.
