AFAIR, libcmd was introduced by AT&T with SVr4 (mainly for /etc/default which was missing on SunOS 4.x). In early days it was a static library living in the cmd source tree and not installed in /usr/lib. When Sun switched to shared libs, libcmd was put into public.
