If at all possible, I strongly agree. Links to external sites can
change without notice, and I think having correct information available
somewhere "stable" is more important.
In fact, if we can ship the docos, then the man pages should have
references to their location in /usr/share/doc in preference to (or
possibly "in addition to") external URLs, IMO.
