The idea behind the naming was that pkgbuild mimics rpmbuild, except that it creates SVr4 (and more recently pkg(5)) packages and not RPMs. So, although not part of those packaging tools, it's closely related. Also, this name has been in use for 6 years now and it's fairly well known. The first google hit for pkgbuild is this pkgbuild. It appears in many blog entries, build instructions, mailing list discussions, conference papers. Renaming it would cause a lot of confusion.
