Yes. smf_bootstrap(5). It's an administrative-only interface. Only administrators were expected to populate it -- no Solaris software could deliver to that file.

It would be unfriendly to deployers with little benefit to us if we removed support for it. The site directory as defined in this case already applies a set of profile fragments -- site.xml is now just another one of those fragments. (Even though it's not explicitly under the directory.)
