Ok, I looked (minimally), and I _think_ Linux is generally
allowing the higher value to be set on the interface, and
depending on path MTU discovery or fragmentation to take
care of it if for any particular situation (lower connection MTU or
multicast/broadcast requiring UD rather than CM) that's misled
e.g. a datagram based application into sending large packets.

(my very quick take on the first hit on google for "ipoib-cm" linux mtu)
