Simon is opposed to dual-licensing because the whole point is to build a community around the source. Dual licensing is really only appropriate for stand-alone components which are reusable anywhere, not systems of software which require communities to develop and support them. (That said, there is nothing which says we couldn't dual license *parts* of the system for which it may be appropriate, such as device drivers or standards-compliant libraries)
