I'm sure the Sun Lawyers who change the format every couple of years could
do a better job of explaining it than I.  But my own personal take is that
a file is considered copyrighted (in the US) in the last year that it was
modified, and thus the file should reflect that.  I don't think there's a
significant problem if this isn't followed, but given that it's not
terribly hard to do, why not?
