It has nothing to do with a particular country.  It has to do with the
ON integration requirements.  You have to get the copyrights and other
formatting issues right in order to integrate:

Passing 'cstyle' is part of that.

(I suspect that the ON copyright rules themselves are international in
nature, as is Sun.  But that doesn't much matter.  When in Solaris, do
as the Solarians do.)
