So, what about working within the tools community, but creating separate
mailing lists for a linker-interest/developer discussions.

That's pretty much what we're planning on doing in the Desktop
community. Creating sub communities underneath the core Desktop
Community webpages, and creating extra mailing lists where necessary.
Obviously your mileage may vary, but I'd be interested to see why you
need a completely separate community.
