You know, i don't even know who this single person from "Debian legal" you speak about is. I have in the past encountered this exact same problem of choice of venue for one of my package, and the discussion about it has been rather torough, also, there are various claims from Branden Robinson, our current Debain Project Leader, on debian-legal about this selfsame issue. There have probably been over many-hundred emails on debian-legal about this selfsame choice-of-venue issue.
