I'm not sure, but I think that could be true.

It was mentioned on the solarisx86 mailing list that
"poweroff" needs working ACPI support:

And the acpi-user-options=8 workaround probably disables too
much of ACPI for poweroff to work.  My A7V running snv with
the fix from bug id 6311029 (an not using any acpi-user-options)
is able to use "poweroff".
