/sbin/zfs list
will give you a list of the zfs filesystems that are present (assuming
you are not in a zone? unsure about zones)
If by "use ZFS filesystem locally" you mean creation, deletion, mount,
etc. of ZFS filesystems, then no, not unless your admin has granted
you the appropriate access.
As far as "which" filesystem you are using? Well, you should be able
to look at the output of mount or "zfs list" and figure that out.
