For compatibility option, the controller is working on legacy mode by
using cmdk/ata driver, and it doesn't support hot-plug.

At the moment, sata's hot-plug infrastruct requires to run "cfgadm -c configure"
manually to configure the hot-plugged device, otherwise
it won't be recognized.
