We don't want to encourage forking at the core (kernel) level, therefore we
don't need an umbrella kernel community (which is effectively what an OSNet
community would be), because it doesn't make sense to have an umbrella over
just one thing.
I don't think OSNet in particular needs special status, but Keith has
suggested we create a special class of communities to represent consolidations
and their C-Teams, of which OSNet would be one of several. It's something
we'll be talking about in the OGB as we get to re-examining the current state
of the communities.
