It comes down to engineering and marketing analysis. You (as a third
party software designer) will have to create minimum requirements for
your customers. If those minimum requirements include the SUNWxcu4
package, and you determine that your customers will accept that, then
that's fine. If you must do something different, then find out what
the customers will accept.
Simply taking someone else's word for what your customers will or
won't do is probably a mistake. It might be a helpful clue about a
potential problem you might face, but it also may just be FUD.
For what it's worth, SUNWxcu4 is in the SUNWCuser metacluster. It's
missing from only SUNWCreq and SUNWCrnet.
I suspect that the minimum set for many third-party applications is
not just SUNWCrnet.
