You definitely don't need the CBE to build vim 7. IIRC it simply built
out of the box with no problems. Just download it and try the usual
configure/make/make install cycle. Make sure your path
include /usr/sfw/bin and /usr/ccs/bin.

This is correct, but using the JDS CBE does the download, checks for
dependent packages,
compiles the source, builds a Solaris package, and installs it (Assuming
the spec file is correct).
All from one command.
