the proposal process is in transition, and as a result the following new,
revised process is now in effect.

All projects are sponsored by at least one Community Group,
http://www.opensolaris.org/os/communities
and Community Group sponsorship is a requirement for new projects. If
you're interested in creating a project to address some community
problem, find the Community Group or Groups most relevant to the
problem, and make an initial proposal on that group's discussion list.
The Core Contributors in that Group will assist you with fleshing out
your Project proposal. The process for requesting a new project
contains the full details:
