I don't think it is the lack of resources, it is just that Sun's direction has so far been on bigger and more powerful systems for mission critical and large networks and it has done so well on that. I think Sun will now take a serious look .... And yes, Solaris can easily be "scaled down", carefully, without compromising on its inhererent robustness, to that of the average user.
